Despite strong competition, weak demand and the after-effects of the Building Energy Act introduced in 2020, which places higher demands on the energy efficiency of heating systems, the industry started the past five-year period with an increase in turnover. In particular, the rising price of steel, consolidation within the industry and new corporate strategies ensured growth in sales figures, which continued despite the negative impact of the coronavirus pandemic in 2020. Over the past five years, industry turnover has increased by an average of 8.4% per year and is expected to reach €7.6 billion in the current year. This means that industry turnover is likely to fall by 1.6% in the current year. Significantly higher energy efficiency requirements and subsidies for modern, energy-efficient alternatives such as heat pumps have recently increased competitive pressure and caused demand for gas- and oil-based heating systems to fall.

In the next five years, industry turnover is expected to increase by an average of 1% per year and reach a value of 8 billion euros in 2030. Industry players are increasingly developing into system providers and reducing their vertical integration. The main aim here is to reduce costs and increase profit margins. In line with the Building Energy Act, the product range is clearly moving towards hybrid heating systems that combine two or more different heat generators to provide heat for heating and hot water, as well as to be able to compete with foreign suppliers. There is also potential for growth in the sector. Currently, around 50 % of heating systems installed in German households do not correspond to the current state of the art. Statutory regulations and subsidies should accelerate this change, while modern and efficient heating systems also offer private households an opportunity to save costs.

The new Building Energy Act is forcing the development of new hybrid solutions

  • The Building Energy Act, which came into force in November 2020, merged the previous regulations of the Energy Saving Act (EnEG), the Energy Saving Ordinance (EnEV) and the Renewable Energies Heat Act (EEWärmeG) into a standardised set of rules. The main tightening and far-reaching changes, particularly in the area of heating technology, were only added with the amendments of 2023 and 2024. The new draft law stipulates that from 2024, all newly installed heating systems must be powered by at least 65% renewable energy. Boilers that run on liquid or gaseous fuels and were installed before 1991 may no longer be operated. This replacement obligation will take effect after 30 years of operation at the latest.

US tariffs could have long-lasting disadvantages for the heating industry

  • The tariffs on steel and aluminium imports into the USA were increased to 50% on 4 June 2025. The current regulation stipulates that the new tariffs will remain in force indefinitely unless the President announces new changes by proclamation. Heating systems, especially heat pumps and traditional boilers, are largely made of steel and aluminium. The increased tariffs will lead to higher material costs, which manufacturers will either have to bear themselves or pass on to end consumers, making products more expensive and reducing opportunities in the US market.
