Hazardous Waste Treatment & Disposal in Germany industry analysis

In the last five years, the hazardous waste treatment and disposal industry in Germany has changed considerably. The main drivers are the strong trend towards outsourcing, increasing regulatory requirements and growing technological complexity. More and more companies, particularly in the chemical, construction and healthcare sectors, are commissioning specialised service providers to dispose of their hazardous waste. At the same time, the number of landfill sites has decreased, which has increased the pressure to find alternative disposal methods and develop innovative pre-treatment and recycling processes. The industry's turnover has increased by an average of 6.1% per year since 2020 to 3 billion euros.
In 2025, industry turnover is expected to grow by 0.3%. The industry is currently characterised by a high level of innovation, massive investment in modern technologies and a strict regulatory environment. In order to increase their profits, companies in the sector are focussing on increasing the efficiency of their processing and disposal processes. Waste management companies are also continuously expanding their service portfolio to include digital tracking and documentation systems, safe hazardous goods solutions and certified disposal processes. Customised solutions for sectors with special requirements, such as the healthcare sector, are particularly in demand. The companies are thus positioning themselves as indispensable partners for environmental protection and a sustainable circular economy.
In the next five years, industry turnover is expected to grow by an average of 1.3% per year and reach a value of 3.2 billion euros in 2030. The amended Technical Rules for Hazardous Substances (TRGS) 520 tighten the legal requirements for the treatment and disposal of hazardous waste in Germany and in particular promote digitalisation, safety and the correct handling of new types of waste such as lithium-ion batteries. This is forcing companies to invest in digital processes, safety technology and further training. At the same time, nanotechnology opens up new opportunities to increase efficiency and minimise risks, especially when dealing with complex or difficult-to-degrade types of waste. International cooperation is becoming increasingly important, with companies such as Remondis, Veolia and Alba increasingly adapting their strategies to European and global standards. Through targeted partnerships and innovations, they are driving the modernisation and sustainability of the industry.

Trends and Insights

  • As a result of the outsourcing trend, specialised waste management companies are increasingly taking on central tasks that were previously carried out in-house. The industry is growing because more and more companies are relying on the external expertise of waste management companies.
  • Many industries rely on expertise in the treatment and disposal of waste. From manufacturing industries to small businesses, everyone relies on experts when it comes to safely disposing of hazardous waste and meeting legal and environmental requirements.
  • The waste management industry is characterised by small and medium-sized companies. The companies in the sector are mainly providers that operate at a local or regional level, which prevents the emergence of a large number of large companies.

Trends and Insights

Outsourcing trend opens up new market opportunities for specialised disposal service providers for hazardous waste in Germany

  • The hazardous waste treatment and disposal sector in Germany is experiencing a clear outsourcing trend. More and more companies from sectors such as chemicals, construction and healthcare are outsourcing the disposal of hazardous waste to specialised service providers. The main reasons for this are the constantly increasing legal requirements for record keeping, documentation and treatment as well as the increasing technological complexity. As a result, internal disposal solutions are becoming unprofitable for many waste producers for economic and safety reasons. This ongoing trend is also reflected in the development of company figures. According to IBISWorld estimates, the number of active companies rose from 133 to 201 between 2015 and 2025.

Trends and Insights

The amended TRGS 520 marks the start of greater safety and digitalisation in waste disposal

  • The Technical Rule for Hazardous Substances 520 (TRGS 520) is a central regulation that governs the safe operation of collection centres and interim storage facilities for small quantities of hazardous waste in Germany. It is published by the Committee for Hazardous Substances (AGS) on behalf of the Federal Ministry of Labour and Social Affairs (BMAS). The aim is to protect people and the environment from the harmful effects of hazardous waste. TRGS 520 was last fundamentally revised in September 2024 in order to take into account current technological developments, new legal requirements - in particular through European directives - and practical experience. Particular consideration is given to new waste streams such as lithium-ion batteries, stricter requirements for specialist knowledge and measures to promote digitalisation.
